A New Agenda for Global Warming

In this short paper, Joseph Stiglitz sets forth a new approach to addressing the growing issue of global warming. He proposes that other countries put economic pressure on the United States to cut emissions by either prohibiting or imposing a high tax on energy-intensive imports. For developing countries, Stiglitz suggests a global environmental emissions tax, the revenue of which would promote other global public goods.
